ABRSM Delegation Meets Union Education Minister; Holds Detailed Discussions on Key Issues Concerning Teachers and Higher Education!!!

A delegation of Akhil Bharatiya Rashtriya Shaikshik Mahasangh met Union Minister of Education, Dharmendra Pradhan, and held detailed discussions on several important issues related to school and higher education. The delegation apprised him of the major concerns and expectations of the teaching community and the education sector.

During the meeting, the issue of making the Teacher Eligibility Test (TET) mandatory for teachers appointed prior to 2010 was raised prominently. The delegation presented the concerns of the teaching fraternity, relevant legal aspects, principles of natural justice, and humanitarian considerations. It urged that a fair, practical, and sensitive decision be taken while safeguarding the interests of teachers who have been serving successfully for many years.

The delegation also submitted the Mahasangh’s suggestions and expectations regarding the Viksit Bharat Shiksha Adhisthan Bill, 2025. Discussions focused on institutional autonomy in higher education, quality enhancement, protection of teachers’ interests, transparency and accountability, participation of states and stakeholders, promotion of research and innovation, and effective implementation of the National Education Policy (NEP) 2020. The Mahasangh suggested that the proposed legislation should be shaped in a manner that makes India’s higher education system more capable, inclusive, accountable, and aligned with national priorities.

The meeting also included detailed deliberations on several pending issues concerning higher education and teachers. The delegation highlighted challenges related to the Career Advancement Scheme (CAS), difficulties faced by teachers pursuing Ph.D. programmes, availability of research projects and research grants, expansion of research opportunities particularly for teachers working in colleges and smaller state universities, the need for improved infrastructure and human resources in higher education institutions, early filling of vacant positions, institutional autonomy, and effective implementation of NEP 2020. The Mahasangh urged timely policy interventions and expeditious resolution of these issues.

The delegation comprised Prof. Narayan Lal Gupta, National President; Prof. Geeta Bhatt, National General Secretary; Shri Mahendra Kapoor, National Organising Secretary; Shri G. அகில பாரதிய ராஷ்ட்ரிய ஷைக்ஷிக் மஹாசங் (ABRSM) அமைப்பின் பிரதிநிதிகள் குழு, மத்திய கல்வி அமைச்சர் தர்மேந்திர பிரதானைச் சந்தித்து, பள்ளி மற்றும் உயர்கல்வி தொடர்பான பல்வேறு முக்கிய விவகாரங்கள் குறித்து விரிவாக விவாதித்தது. ஆசிரியர் சமூகம் மற்றும் கல்வித் துறையின் முக்கிய கவலைகள் மற்றும் எதிர்பார்ப்புகளை அக்குழு அமைச்சரிடம் எடுத்துரைத்தது.

இச்சந்திப்பின்போது, 2010-ஆம் ஆண்டிற்கு முன்பு பணியில் சேர்ந்த ஆசிரியர்களுக்கு 'ஆசிரியர் தகுதித் தேர்வு' (TET) கட்டாயமாக்கப்படுவது குறித்த விவகாரம் முக்கியமாக எழுப்பப்பட்டது. ஆசிரியர் சமூகத்தின் கவலைகள், தொடர்புடைய சட்ட அம்சங்கள், இயற்கையான நீதியின் கோட்பாடுகள் மற்றும் மனிதாபிமானக் கண்ணோட்டங்கள் ஆகியவற்றை அக்குழு முன்வைத்தது. பல ஆண்டுகளாகச் சிறப்பாகப் பணியாற்றி வரும் ஆசிரியர்களின் நலன்களைப் பாதுகாக்கும் அதே வேளையில், நியாயமான, நடைமுறைக்குச் சாத்தியமான மற்றும் உணர்வுப்பூர்வமான முடிவை எடுக்க வேண்டும் என்று அது வலியுறுத்தியது.

'விக்சித் பாரத் சிக்ஷா அதிஷ்டான் மசோதா, 2025' (Viksit Bharat Shiksha Adhisthan Bill, 2025) தொடர்பான மஹாசங்கத்தின் பரிந்துரைகள் மற்றும் எதிர்பார்ப்புகளையும் அக்குழு சமர்ப்பித்தது. உயர்கல்வியில் நிறுவனங்களின் தன்னாட்சி, தர மேம்பாடு, ஆசிரியர்களின் நலன் பாதுகாப்பு, வெளிப்படைத்தன்மை மற்றும் பொறுப்புக்கூறல், மாநிலங்கள் மற்றும் பங்குதாரர்களின் பங்கேற்பு, ஆராய்ச்சி மற்றும் புத்தாக்கத்தை ஊக்குவித்தல், மற்றும் தேசியக் கல்விக் கொள்கை (NEP) 2020-ஐச் சிறப்பாகச் செயல்படுத்துதல் ஆகியவை குறித்து விவாதங்கள் நடைபெற்றன. இந்தியாவின் உயர்கல்வி அமைப்பை அதிகத் திறன் கொண்டதாகவும், அனைவரையும் உள்ளடக்கியதாகவும், பொறுப்புணர்வு மிக்கதாகவும், தேசிய முன்னுரிமைகளுக்கு ஏற்பவும் மாற்றியமைக்கும் வகையில் இந்த முன்மொழியப்பட்ட சட்டம் வடிவமைக்கப்பட வேண்டும் என்று மஹாசங் பரிந்துரைத்தது.

உயர்கல்வி மற்றும் ஆசிரியர்கள் தொடர்பான நிலுவையில் உள்ள பல்வேறு விவகாரங்கள் குறித்தும் இக்கூட்டத்தில் விரிவான ஆலோசனைகள் மேற்கொள்ளப்பட்டன. பணி முன்னேற்றத் திட்டம் (CAS) தொடர்பான சவால்கள், முனைவர் பட்ட (Ph.D.) படிப்பை மேற்கொள்ளும் ஆசிரியர்கள் எதிர்கொள்ளும் சிரமங்கள், ஆராய்ச்சித் திட்டங்கள் மற்றும் மானியங்களின் இருப்பு, குறிப்பாகக் கல்லூரிகள் மற்றும் சிறிய மாநிலப் பல்கலைக்கழகங்களில் பணிபுரியும் ஆசிரியர்களுக்கான ஆராய்ச்சி வாய்ப்புகளை விரிவுபடுத்துதல், உயர்கல்வி நிறுவனங்களில் மேம்படுத்தப்பட்ட உள்கட்டமைப்பு மற்றும் மனிதவளத் தேவை, காலியிடங்களை விரைவாக நிரப்புதல், நிறுவனங்களின் தன்னாட்சி மற்றும் NEP 2020-ன் பயனுள்ள அமலாக்கம் ஆகிய சவால்களை அக்குழு சுட்டிக்காட்டியது. உரிய நேரத்தில் கொள்கை ரீதியான நடவடிக்கைகளை மேற்கொள்ளவும், இவ்விகாரங்களுக்கு விரைவான தீர்வு காணவும் மஹாசங் வலியுறுத்தியது.
